I have a nieghbor that has a dog (Large German Shepard) that will start barking as soon as the sun goes down( 8:00pm) and continue to howl and bark until 10:30pm and sometimes later, until his owner comes home from work. Is there anything the Police will/can do. I have spoken to the owner, but he says sorry, "I can't keep him inside all day". Very frustrating.. The rest of the neighbors also complain, but won't confront the owner because of retaliation. Is there anything that can be done?

I contacted the Animal Control Division and was told if you want to file a complaint reference a barking dog, you would need to contact them directly at 619-441-1580. What will happen is they will make contact with the dog owner and give them a verbal warning. If that doesn't work, then the dog owner will be sent a written warning/citation. If the problem continues, then the complaint is sent to the City Attorney. Unfortunately, this type of complaint is not something a police officer will respond too. Mike, I urge you to report the dog barking noise. Dog owners like that should not dogs unless they can control them. Everyone wants a dog to help them feel better when they come home but other dog owners in your neighborhood who take better care of their dogs should support you. It's amazing to me how neighbors will not help. The good news is that in ElCajon you have a good animal noise policy to help you. (In San Diego city I must get two other people to complain before anything will be done. I'm approaching the San Diego City Council and Mayor to change our ineffective policy.) You spoke to your neighbor once. Maybe you can leave a note and then I would call the authorities and get a noise complaint started. Josephine Clairemont
