stolen street signs

Our neighborhood is consistantly being harrassed by a nasty neighbor. He continuously takes down the street signs
at Northview Drive and Windmill St. This is a safety hazard
for all who live here in the neighborhood,especially for the elder people who live here. We make nice signs and he tears them up and takes them down. Something needs to be done about this We had an ambulance go the wrong way a few weeks ago because there was no sign. Who can help?
This same neighbor has alot of unwanted traffic coming to his house at 856 South Second St. at all hours of the day and night. They drive with lights off and also alot of bicycle traffic.

If the street signs in your area are being stolen by this person that could be a theft which an officer would need to look into. As for the traffic at this person’s house, you can always call the communications center and fill out with the dispatcher a “Narcotics Information Card” or “Green Card.” Another, faster way, is to go to our department’s main page and click on “Tip Sheet” (elcajonpolice.org). This information can be anonymous and is forwarded over to our narcotics division.

Thank you for responding -- we did call the police regarding the signs he took one and the officer went to his
house and retrived the sign back for us and thats all.Meanwhile more signs have been put up and taken down.
Unfortunately these two streets I wrote about are in the county for the sheriffs to respond. We are all tax paying citizens and deserve the same rights as the city. We have been told because we live on private roads there is nothing that can be done???? Does not seem right that this neighbor gets away with everything!!!!!
He and his buddies speed down South Second street so fast all day long that there is going to be a major accident.He runs the street light on Washington all the time. Also all his renters and visitors have out of town license plates on their vehicles, yet we have been watching them live in the neighborhood for a year. How long can someone remain in the county without changing your registration?
Plates are from North Carolina, and other states.

I was wondering about out-of-state plates too. There are people who live near me with plates from: Washington, North Carolina, Louisiana and Texas (and who have had them for well over a year). I think that when you move to CA you have 30 days to register your vehicle. What is the police stance on this? Do you guys pull over vehicles with out of state plates? My guess is the first time you pull them over they give you some lame excuse about how they moved here yesterday. Do you keep track of these guys? These people drive on our roads but, they don't help to pay for them. I think that we should crack down on out of state plates.

Yes, people do have 30 days to re-register their vehicles in California.

Yes, people do lie OFTEN, but there are other ways to determine a person’s length of residency in California making some of those lies very easy to disprove.

All ECPD officers make every effort to enforce vehicle codes especially those who try and avoid paying our registration fees. If you think about it, officers driving the streets everyday are constantly looking at license plates (especially California ones) checking for proper registration. When you run across that one plate that looks different you want to check it out to see if it is valid. Eventually, everyone will get caught it may just take some time.

If you know how to contact the person you are having a problem with, I would strongly encourage you to contact San Diego Mediation Center. They have an office right here in El Cajon and do excellent work in mediating neighborhood conflicts. Believe it or not, the situation may be workable with an agreement, I have seen it work many times in situations that looked impossible. Their number is 593-4530. Call them and let them explain the process. There is no fee for this service

If the person/s in question are renters regarding the cars and other issues, you may have another course of action. The property may be considered a "nusience" property. Try the mediation first so that you can honestly say that you have tried everything you know to be a part of the solution.
If that fails, there are some next steps.

Its funny you suggest MEDIATION there is NO talking any sense into this individual. We have done the courts with lawyers, judges, animal control officers, cops, sheriffs etc. I have TWO restraining orders against this person both criminal and civil. We neighbors have banned together and brought a class action civil lawsuit against him and his girlfriend but in the meantime while we wait for that to happen he continues to do the things I write about and its just so frustrating to all of us who still live here. The girlfriend who legally owns the two residances moved to lakeside and left the idiot here for all of us to deal with.
We all are praying it does not turn out to be like the Spring Valley tragedy years ago. Its ruining OUR QUALITY OF LIFE.
Very embarrasing to give directions to someone and tell them to turn at all the disgusting trash on the corner as thats the only way ---NO STREET SIGNS

This is not a stolen sign but a sign that was hit and knocked over. It is on South 2nd Street and at the end of the parking lot of the office building. Just past the curb where the drain is. Some guy in a uhaul truck did it. I guess he was in a hurry and could not back up far enough.
There are too many big rigs parking on So. 2nd also. It is too narrow of a street for them to be parking there. Can something be done? Thank you

Our street had a "nuisance" neighbor several years ago(drunk, guns, beating his wife). He was so dangerous that I moved my daughter out of her bedroom to the back of the house for fear she would be shot. We finally got rid of him through the landlord who owned the house. The neighbors on the street each wrote her a letter warning her that she would be legally responsible if this guy's actions injured someone. If I recall correctly, each person on the street could sue her for $2000 dollars which totalled a huge sum of money. Within weeks, he was evicted.

That information is acurate. There is a documentation process that neighbors can begin that can be submitted for a civil lawsuit against the owner of the property. I thought it was up to $5,000 per person who documented for the legal suit. If you want more information about that, you can contact a program called Safe Streets Now through the Institute for Public Strategies at (619)296-3311 x321. In the mean time, if you have current restrainng orders in place, I hope that you are contacting law enforcement every time that there is a violation. You cannot give up on that process and yes, I know that it takes time before the action you are hoping for happnes. I still think you consider the mediation route by letting an outside organization contact them and see if something can be worked out, even if it is that they are agreeing to leave the neighborhood.
