Ticketing People Talking on Cellphones

Last Saturday I was behind some woman in a vehicle on Mollison ave. We were at a red light. The light turned green and she just sat there. For like 30 seconds. At first I thought something was wrong with her car and was going to help her out. Then I saw her holding a cell phone up to her face talking away. She finally started moving forward and paying attention to the road.

What is the El Cajon Police Dept.'s view on driving and talking on a cell phone without a hands-free device? Are you guys cracking down on this? Are you being lenient (grace period) or giving out warnings?

This new law could kill two birds with one stone:

1. Get careless and unsafe drivers off the road.
2. Help the State of CA raise some money.

Even though the law is now in effect I still see a lot of people talking on cell phones while driving.

The El Cajon Police Department did not have a "grace period" for the new cell phone law. On July 1st, we began writing citations to people we found talking and driving. This is a type of violation that the enforcing officer must witness to be able to issue the citation. I hope this answers your questions.

I've started to notice more and more hands-free headsets. Hopefully people will start to realize that talking on a phone while driving is not safe. I turn my phone off in the car. There is nothing in the world that is so important that I have to talk about it while driving my car. I'm not the President or some high-powered CEO making million dollar deals. I remember the days when we had pay phones and you had to pull over to make a call. It made sense then and it makes sense now. Talking on the phone takes your concentration away from the road and puts you (and others around you) at risk.
