There is a junk car that has been parked in the apartment complex for the past 3+ years, cob webs attached from asphalt to car, all 4 tires flat, jagged pieces of metal etc. The kids in the complex like to play around it. Its just too dangerous some child's going to get hurt eventually. The tags ARE EXPIRED & is not registered as non-op. The manager wont say anything to the owner about moving it & the owner says its private property {parked in apartment complex} so there nothing anyone can do? In the parking complex 463 north first st. You can't miss it. Black dusty Camaro, expired tags.... any advise? Heather

From what you describe this car is unregistered and parked on private property. The police only have the ability to enforce vehicle registration violations on public property e.g. public roadway, highway, etc. If this car appears abandoned, then the property manager can have the car "privately impounded" and removed.
